Minor/Major Tragedy: Liposuction is seriously only for adults with diet and exercise resistant localized fat deposits. I can't think of a single reason why it would be beneficial to a minor to get liposuction in the long run. You cannot remove all the fat, and it will simply reappear in larger amounts where liposuction is not performed. Education about diet and nutrition would surely be more beneficial!?

Yes: Yes, a minor needs a parent to consent for any type of elective surgical procedure. I think liposuction may be indicated, in minors, for reconstructive purposes. Cosmetic liposuction should not be performed in children.

Absolutely: Liposuction can be performed in adolescence, but only after young woman has been menstruating for at least 2 to 3 years and the shape of the body is stable. Any surgical intervention in a child must be performed with parental consent. Good luck from nyc.

Under 18, yes: A person is considered a minor if under the age 18. A parental consent is needed for surgery. Liposuction can be done if there are asymmetries, but i'm not sure this should be the first solution for anyone minor or not. Liposuction is a contouring or sculpting surgery and you must be fully grown before undergoing the surgery.
