Has training: Some states require that dental hygienists and assistants attend classes prior to being able to apply dental sealants to a patient's teeth. "pit and fissure sealant certified" means that person has taken and passsed this class.

Certified to do them: It basically means that person (usually a dental assistant) has been certified to be able to place sealants. They have received the training. Dentists are of course certified, but don't need to state they are because as a dentist you automatically can place sealants.
