Unlikely: The foot fungus would be an infection, which would not be due to neuropathy unless you have diabetes, or some immune deficiency. See a foot specialist and get this treated.

Doubtful: Tinea pedis, commonly known as athlete's is a fungal infection of the skin of the foot. It has little to do with neuropathy. Without knowing exactly what your deformity is, one cannot relate it to neuropathy either.
