Sometimes: If the menstruation is very irregular in terms of cycle days then this may hamper the ability to conceive. Also if there is a history of a sexually transmitted disease this may damage the fallopian tubes and make pregnancy more difficult. Sometimes the feeling of the inability to conceive is not warranted though.
