Could be, see Dr.: Infants & young children can present differently than adults or larger kids. Baby is sick, and w/fever & diarrhea could become dehydrated, so should be checked by pediatrician / urgent care.

Call pediatrician: 1 yr old with can easily get dehydrated, no matter what is causing , needs hydration please take him to pediatrician immediately.
