Thick ointment: I have had good luck recommending aquaphor or euceryin. They are a little expensive, though. A little bit of vaseline would also help.

Ointments best: There are so many creams, lotions and ointments out there i can't even begin to start naming. Ointments are generally better moisturizers. Try to stay fragrance free as many of the fragrance additives are irritating to skin. Avoid items that list alcohols as ingredients - these tend to burn when put on irritated skin. The key is to use what you choose consistently - they can't work if not put on.
