Always: Heat should result in raised heart rate.

Complicated: Fever will certainly raise your heart rate. Discomfort from any cause, including feeling too hot, will raise your heart rate. If you're chilly and get under blankets or sit in front of fireplace, i don't believe you would see an increase in heart rate other than that which is associated with activity itself.
