Local anesthesia: A podiatrist or surgeon may be able to numb the toe(s). Numbing the toes is not a good feeling. You may need sedation for the whole procedure. Don't let the area get infected. You can't numb an area of infection. Get help asap!

Absolutely yes.: Depending on the nature and severity of the infection local anesthetic can easily be administered. You should also consider a partial removal of the ingrown portion and have the corner of the nail root killed so this problem does not come back.

Yes: Local anesthesia or sedation can be used. I have no idea how big it is but honestly....I got mine done without anything and it was not overly terrible. (I even had pus). The less medications you need the better for you.
