Diagnosing diabetes: Diabetes is defined as a fasting blood sugar of 126 or higher on two different occasions. It can also be diagnosed by a glucose tolerance test or by a blood test called a hba1c. Go see your doctor.

Yes: If your meter is reliable, you most likely do have diabetes, since a fasting blood sugar > 126 mg/dl defines diabetes. See as your doctor, as treating it as early as possible will minimize your risk of developing complications.
