Allergies: This probably represents allergies to dust mites, mold or pets. Google dust mite/mold elimination for a list of things to do to eliminate this exposure. Get all animals out of the house and if this fails to resolve the problem see your physician to find out why she is having the problem.

Keratosis, follicult: If this occurs around hair follicles it could be folliculitis or inflammation of hair follicles. An antibacterial soap could help.
