Petechiae?: Rashes are always a bit of a diagnostic dilemma, but one possibility for this rash is caused a low platelet count. Are you having any new bruising, nose bleeds, or gum bleeding? Platelets are important for the appropriate clotting of blood, and when your platelet count is low, you can get this typical petechial rash. If it spreads or appears elsewhere, a platelet check might be warranted.

Hemosideran deposit: With a condition we call chronic venous insufficiency, there can be a small amount of blood that can leak out of smaller veins. The blood is absorbed by your body, but the pigment gets left behind. It is like having a very small tattoo, which is permanent. Over time, you can get more and more of these spots and the ankles can take on a "rusty" color. See a doctor for some preventative measures.
