Much different: Pulmicort for asthma is an anti-inflammatory steroid in the same class as hydrocortisone. Side effects (based on duration, dose, age) are: skin thinning and short term growth rate decrease in kids. There is insufficient evidence they cause osteoporosis, cataracts, or glaucoma. Anabolic or androgenic are the body building steroids that mimic testosterone with side effects that are unwanted.

Inhaled not systemic: Inhaled steroids work locally, aren't absorbed into the circulation as much as steroids taken orally or by injection. They have fewer general side effects (which can be multiple and affect every organ system).
