From shaving?: If you trim or shave the hairs may be caught under the surface. Gently exfoliate with a buff pad and it should be ok. If you are not shaving it could be from products you are using. Use unscented items and mild soap , especially in the winter.

Red bumps: Could be contact dermatitis. Best to have them looked at by a dermatologist.
