Not likely . . .: Unfortunately, hospitals & medical practices don't communicate very well w/each other. In one sense, it's good b/c it protects your privacy. But it certainly hampers your care when you're sick & need to get your records from one doc to another. So unless your friend's er is in the same practice/system eg kaiser as your local one, chances are it'll take a while to get your records transferred over.

No, unless: They are part of the same health system and they share records among all their facilities. Otherwise, the hospital can request a copy of your records from the other hospital.
