Yes & No: BP is typically read (estimated actually) from a single heart beat (top number) & another single heart beat (bottom number), multiple heart beats later. If checked carefully several times in a row, by someone expert in reading & using high quality equipment, multiple different values will result. The BP of healthier, active people is constantly adjusting internally, only momentary readings seen.
