Will being under 2 blankets dramatically affect temp? 103.4 fever this morning, went to doctor 2 hours later & was 99 f.

No: I would guess that you probably took tylenol(acetaminophen), aspirin, or Ibuprofen all of which will bring down a fever. A glass of cold water or taking a shower before checking the temperature will give a falsly low reading. It may have just come down on its own.
