Neither: These drugs don't cause fatigue and are equivalent in their efficacy. Arbs, which generally don't cause cough have a side effect profile that is indistinguishable from placebo. Ace-inhibitors cause cough in 10% of users but are available as a generic and very inexpensive for those who don't get the cough.
