It can: I think the main way would be risk of sunburns and skin cancers in people with very pale skin. Ability to absorb vitamin d from sun exposure is also affected by skin color. Darker skin makes it more difficult to generate enough vit d, especially in cold northern climates. Vitamin d is very important for bone health among other things.
