Hard to tell: Well, it's hard to tell why children become t1 diabetics. It's thought that diabetes in children is far less common that the adult onset or type 2 diabetes. The ratio is usually 1:10 (t1:t2). There has been no definite answer as to what causes it. Genetics, certain diseases (usually viral ones) occurred in childhood may influence the onset of it.

Unclear: There are just more people in the world which could make it seem higher, more people with chronic diseases are surviving (so passing on more genetic risk factors), and maybe environmental differences we don't know about yet.
