Maybe.: Too complicated a question to answer here. Lung surgery is sometimes done for copd. Lung volume reduction surgery and lung transplant. Neither of these is taken lightly and there are very specific criteria that are generally met before even considering these options. They are not magic cures.

Evaluation...: In order to determine if your mother qualifies for a lung transplant, she would need to be evaluated at a transplant center. This could be done once her doctor thinks she may qualify. There are strict qualifications for transplant given the relative shortage of available organs. Meantime, her treatment can be optimized by a lung doctor to decrease symptoms as much as possible.
