Maybe not: If the redness is a little less (improving) each day, it may be "post-inflammatory" redness that gradually goes away after the impetigo heals. If crusting or oozing returns, then the doctor can look to see if the infection has returned. Many people get blisters on a lip that are cold sores, instead of impetigo. Cold sores are caused by viruses (mupirocin doesn't work on those viruses).
