No: A "cold sore", herpes simplex type 1, will evolve from tingling to tiny blister to raw spot to scab. Heals in 1 or 2 weeks. For dry, irritated lips, try chapstick, vaseline, Aquaphor, etc. Apply several times a day. Avoid licking and rubbing.
