Yes!: Allergies can cause problems with dry eyes. Allergy pills cause decreased tear production. Allergies themselves cause also inflammation of the tissues that produce and maintain tears.

No: The two can cause very similar symptoms, but are treated very differently. Seasonal allergies don't lead to dry eye, but it is certainly possible for people to have both problems. If your symptoms are still significant despite using prescription antihistamine eyedrops from your physician, see an ophthalmologist for further evaluation.
