Leg pain walking: Poor circulation to the legs has symptoms of calf pain on walking, relieved by stopping&resting. Poor circulation to the arms has symptoms of arm pain on using the arms. Physical exam will show absent pulses in the leg or arm displaying the pain with use.
Vascular lab studies can confirm a diagnosis and xrays of the circulation can further support the diagnosis.

Chicken or egg?: Depends on what you mean by "poor circulation. Rapidly beating hearts may pump blood inefficiently, reducing circulation in limbs & organs thus causing symptoms & complications. Or, clogging and hardening of the arteries may reduce blood flow to the heart, causing irregular rhythms like tachycardia. There are other more complex diseases that can also cause both.
