I'm 38 weeks pregnant and had a cervical exam done today. i've been bleeding and have passed some blood clots. is this normal or should i be worried?

Depends: After a cervical exam it is common to pass some mucous and sometimes some blood tinged mucous. This is from the doctor examining a dilated cervix. This should be light and minimal. If you are truly passing blood clots and not blood tinged mucous you should be seen in the hospital immediately.

See below: This could just be that you are in latent labor - and you should just make sure that you have been evaluated by your ob/gyn to make sure all is well.
