Depends : On what is causing problem. If scar tissue is involved and nerve is entrapped it can be surgically released. Again this depends on location and severity of problem. Other conservative methods may be options such as injections, physical therapy, etc. With out more specific information, it is difficult to elaborate.

GET SECOND OPINION: A good surgeon only operates when he believes it can make a patient better (not worse). In your case, you need to consider alternatives to surgery for management of chronic pain. There are many good options here including, but not limited to, prolotherapy, vax-d, wellwave , yoga, emf (e.g., ondamed), isometric exercises, etc. All these help to strengthen soft tissue support structures.
