What's going on when i cough and it causes horrible pain down both my arms?

Neck pain: It is possible that when you are coughing you are increasing intrabdominal pressure which causes you to exacerbate a neck condition which causes bilateral arm pain. Obviously this is not normal. If it persists, then you need to see a physician for further evaluation.
