How likely is it for a bad cough (from choking) to cause a vein dissection of the neck? the cough left my arm with a dull pain as well. bit worried.

Unlikely: The veins usually don't undergo dissection but the arteries do. However it would be highly unlikely,if not impossible , for dissection to occur with hard coughing. But a few flecks of blood from broker capillaries in tge bronchial tree may be associated with heavy coughing.
