Heating pad is OK: You should be seen by urologist asap both for relief of pain and to relieve any obstruction present. Obstruction is by far most common cause of hydronephrosis. You may need to see another urologist if first urology can not see you soon. However, heating pad is unlikely to relieve pain due to hydronephrosis. Good luck.

No problem: While it won't cause any problems, heat is not likely to help hydronephrosis. It is very important to find the cause. Ureteral stone would be high on the list.
