Broad: It depends on if they itch, it could be acne, skin infection with some type of bug like scabies ( doubt it)! flea bits, mosquito bites. You gotta be scratching? Keep the areas clean and go see your doc if not clearing. Try Benadryl (diphenhydramine) and some topical type antiseptic.
