Not likely: Varicose veins don't usually occur upper inner thighs. Would get them checked out.

Among other things: Yes, they could be. But its not fair to conclude that this is what they are based on the little information you provide. Varicose veins can be in this location (saphenous vein and tributaries), but so can many other types of lumps. Experienced doctor likely can tell if they are varicose veins quickly, though tests might be needed to evaluate other causes. Hope this helps.
