my rhr is 50 but after 3 min of light jogging, my hr is 175 and i'm dizzy, tired, + numb hands. bad?

Yes: Generally speaking, yes, this is bad. Presuming you do not have any other medical problems, having symptoms like this after just 3 minutes of light exercise is not good and should be discussed with your primary care physician.

Abnormal response: This is an abnormal response to this amount of exercise. You should stop exercising until you can be evaluated by a physician, and do not pospone seeing your physician.

Yes: You need to be evaluated by your pcp asap. Until then, i wouldn't advise performing any intense exercise. I'm concerned about a cardiac condition, eg arrhythmia, valvular disorder.
