It can be found: Severely underdeveloped lungs usually cause problems early in life. However, mild underdevelopment may not cause any problems for someone who does routine normal activity. Later in life, if the person does more strenuous activity, the lung problem may show up. Also, new exposures (like cigarette smoke or other illness) can cause new damage that decreases how well the lungs work.
