Why not a podiatrist: Podiatrists deal with this daily you may need a steroid injection and probably a pair of custom orthotics.. Surgery can probably be avoided with a proper pair of prescription orthotics. Physical therapy and taping is also utilized

The only thing a DC: Might be able to do for you is make you a pair of arch supports. It's more important to get diagnosed by a podiatrist or orthopedist, both of whom are far more adept at diagnosing and treating heel pain.
