Generally, Yes: An accurate diagnosis of multiple sclerosis is based on your medical history and a neurological exam. A lot depends on the skill of the doctor in asking the right questions to uncover information and to properly evaluate the signs and symptoms of a malfunctioning brain or spinal cord. A good neurologist can often exclude ms rather quickly.

Probably not MS,: But not sure what happened to you to bring up this diagnosis. Ms is sometimes tough to pin down, and find that many of my colleagues across the country find it more and more of a challenge, as we are increasingly aware of alternative possibilities. If there are real concerns, one usually gets a followup MRI at about 6 months, and, if no changes, unlikely that one does have ms.
