Yes: If virginal you will not have cellular abnormalities of the cervix. If concerned about a pap, politely decline and tell the doc you want to be on the pill for your bleedimg but have never had sex. Technically we do one within 3 years of intercourse or at age 21 but you are in charge and can decline a pap or pelvic if you are concerned.

Two diff issues: The most current cervical cancer screening recommendations are to initiate pap screening at age 21 regardless of onset of sexual activity. That being said-- a pap is not really a part of the evaluation for cycle irregularity. You should have an exam and discuss options for cycle regulation, but that is not synonymous with getting a pap.
