Maybe: If your question is whether someone with a kidney stone will always have blood in the urine, especially blood that can be visibly seen the answer is no. More importantly if you are having symptoms it is better to not try to diagnose yourself, but speak to your doctor.

Depends: Depends on the other symptoms you are having. Kidney stones usually cause pain as the main symptom, which can be quite severe and tends to come in waves. While blood is common, if it is only a small amount it may not be seen, but would show up on a urine test commonly done in a clinic or er. Fever, burning when you urinate and back pain are other common symptoms.

Still could be stone: The most common symptom of a kidney stone is pain, often coming in waves ("colicky"). Sometimes pain or burning or difficulty urinating, and as you note, blood in the urine. However, even if not seen, you can still have blood called microscopic, which is detected by checking the urine. If you have fever, the problem could be more serious as infection may be present.
