They don't always: Aneurysms develop anywhere along a vessel. There are fusiform (long and involve the entire vessel) and saccular (involve only portion of wall). Saccular tend to form in brain and can involve branches. Fusiform are in the body like aorta and don't involve branches. Branch areas are regions of potential turbulence which can increase wall stress. Not a natural weak spot.

Calcium build up: It is probably do to atherosclerotic calcium build up in these areas.
