Too young to babble: A 10-week old baby is not at the babbling stage yet. Babies at 2-3 months usually make cooing sounds and maybe squealing sounds once in a while. Babbling is the 2-3 syllable sounds babies make before they start saying "dada" or "baba". Babbling might start at 6-9 months.

Cooing: At 2 months babies usually coo, smile, and sometimes start "reciprocal vocalization" --making sounds, stopping until you talk, then "responding. Babbling usually is a little later when they have consonants (9 months), different intonations, and sounds more like speech you can't understand!

Cooing =vowel sounds: 2 month old babies generally do more cooing, which is defined as making "vowel sounds" such as "ooooo" and "aaaaaah". They may do this repetitively. They start to smile more and also make gurgling sounds. Babbling, or "consonant sounds" such as "da-da-da" or "ma-ma-ma" comes later - usually around 6 months old.
