Culture: Evolution takes place over so many years that it has only academic relevance to our current issues related to violence. What is more pertinent is our culture and our laws and resources related to mental disorders and dangerousness.

Uncertain: I sort of have an idea what you mean by "what has happened lately," but it's still a bit vague to have a discussion about. I wonder if this is really the appropriate venue for this question. I think it's really anthropology rather than medicine.
