This could be: Vascular (arteries) or neurologic. Usually, if it's vascular, there is pain too. Autonomic nerves control how much your arteries constrict or dilate, which can cause your foot to be cold (or warm). Either start with your pcp or see a podiatrist.

Vascular or nerve : You need to be evaluated by a podiatrist or your physician to determine if you have a circulation or nerve issue.
