Probably benign: Young men often have condition called by lay people "lovers nuts' or "blue balls", this can be related to vascular congestion in scrotum or need to ejaculate. Latter could be relieved by masturbation or sex. Other causes could be varicocele, hydrocele and seldom tumor. Could be checked out by a urologist if symptom persists or remains cause for concern.
