No: If such a screen really blocks all the ultraviolet then you wouldn't tan! tanning is a reaction of your skin to the damage that ultraviolet radiation causes. The cells of the skin put up little screens that try to shield the nucleus from further injury. Around 20 minutes of sun exposure a day can make your vitamin d ration. Otherwise, try to limit your exposure.
