See a doctor: Hand infections should not be managed by yourself. They can get "out of hand" literally, by spreading elsewhere, and progression can be rapid and severe.

It depends: If it is very superficial soap water, antibiotics, elevation. If it deep , persistent or if redness is spreading seek medical help promptly.
