Could be: Unless it was traumatized or you have an infection. Can't tell without visualization. See your dentist or physician for a definitive diagnosis.

Severe: Once the lips get involved in an allergic reaction i would describe the reaction as severe. If the tongue is involved then go to the er as soon as possible.
