Eustatian tubes: Probably due to obstruction of eustatian tubes from allergies, air pollution , infections such as colds or viruses, etc.Try a nasal decongestant spray but first make sure that your doctor says this is ok. Some people can have serious side effects from decongestants, .

Eustachian tube : You could have eustachian tube dysfunction and have trouble draining fluid out of your ear. You could have chronic allergies, sinusitis, or infection. In the outer ear you could have too much ear wax. Your doctor can distinguish between causes, and may prescribe chewing gum, swallowing, nasal sprays, antihistamines, remove ear wax, or if infected prescribe antibiotics. Good luck!
