Confusing question: First if you're having vaginal discharge this would be unrelated to your period. It would need to be tested by a doctor for sexually transmitted diseases and other causes of discharge. Periods rarely come on the same day every month. Your ovaries do not look at a calendar. It is normal to have a period every 21 to 35 days. If you meant that you are having a cycle every 28 days this is very normal.
