Yes: Plugs close off the tear drainage canals (into the nose) and allow you to keep what tears you make or apply to the eye. Restasis can improve inflammatory conditions lowering tear production. So these two items can work together to help improve the dryness of the eyes.

Too much in some: Punctal plugs block the tear flow away from the eye while Restasis increases tear production. In people with a significant tear production deficiency, the two together can be complementary. Restasis has an anti-inflammatory effect, which is effective with the onset of use. However, the increased tear production builds over times, and sometimes may lead to tearing with the plugs in place.

Yes: Yes. Restasis can be used in conjunction with punctal plugs and is very effective in this scenario. The original fda data did not show benefit when used together but this subgroup was small and the study was not designed to investigate this issue.
