Depends: Voltage, is a measure of potential difference between two charged points. Current, measured in amps, is the flow of electrons in a circuit and watts are a measure of power generated. So, the amperage of the electrical device is the most important factor in determining whether or not tissue will be damaged. The combo of high voltage and amps causes cardiac arrest.

It depends: Electricity usually passes from the point of contact directly ground. If the uterus is in that path, and depending on the strength of the electrical current, the fetus can be affected. However, if the shock is minor, and the baby continues to be moving afterwards the likelihood of problem is small. Regardless, after any shock it would be a good idea to be evaluated by your obstetrician.
