I have this dark brown stuff inside my belly button. i saw a dermatologist, he wants me to have surgery to remove, but he did not tell me what it is.?

You should know: It may be that your dermatologist doesn't know what this is, either, which may be the reason for the suggested surgery--to find out. But he or she should certainly be willing to tell you what is suspected. If this is not the case, then you should consider seeing another doctor who will.
